Question
I have two questions....
I had a credit card go into default in 98 (no longer on my credit report) and the collection agency just put a levy on my bank account 2007 so my first question is can they do that since this is from 98? and second how can I go about getting them to unfreeze my account??

Answer
It depends, some states have a 10 year statue of limitations.  If this is true in your situation there is really nothing you can do.  I would open a different account with a different bank, or use money orders until this issue is fixed.
