Can you still locate the records of a license plate of a car that is towed out of a lake that has been missing since 1970 or even the 1950s like in Oklahoma a few days ago?

Yes you can but they will do it with the vehicle serial number. Assuming a vehicle was reported stolen/missing the police will enter vehicle license and serial number in a national computer (NCIC) where it will remain forever until removed. Typically when the vehicle is located the police will run the serial or tag number in the computer and if it has been entered in the computer it will come back with a "hit". That will tell the police where the vehicle was stolen from, etc.
