Hello Jack
I have read and heard several times that Americans Have a God given right secured by the constitution to structure their affairs to not need a license , registration , etc if they are on the roadways for private personal use.
It has been stated that motor vehicles only jurisdiction is over commerce but Americans have voluntary given up a right for a priveledge
Any incite you can give me is appreciated

   This is not really my area of expertise but I am not aware of anything in the Constitution that gives a citizen the right to drive a car without a drivers license no more than the Constitution gives a person the right to perform surgery without a license to practice medicine.

Experience

Police officer with 26 years experience. Ten years in patrol and sixteen years in the detective bureau investigating every type of crime including murder, rape, robbery, theft, fraud, missing persons, etc, etc. Also taught at the police academy in areas such as constitutional law, search and seizure, and lineups.

Education/Credentials
B.S. in Criminology from the University of Maryland.
