Crime & Law Enforcement Issues & Death Penalty/Mis-treatment by officer

Question
My daughter was arrested, because she was basically in the wrong place at the wrong time. She was 16 when she was arrested, but turned 17 a few days later. They moved her from the Juvenile Detention to the county jail at that time, and on the 20 mile trip to the adult jail the officer drove way over the speed limit, and slammed on the brakes, which threw her to the other side of the car, where she hit the window. The detention center only informed me, because they needed my insurance information, to take her for an MRI on her head. Luckily, she is okay.
Just a big lump on her head.
MY question is- Aren't there rules about how prisoner's should be transported between facilities? Seat belts are required by law, yet my daughter was not buckled. Is this legal?
It's bad enough having an innocent child in jail, but to have her treated this way is appalling to me.

Answer
Without hearing both sides of the story I cannot and will not make judgements about the actions of defendants or officers.  If you believe that the police officer acted improperly there are methods in place to ask for an investigation.  I would suggest that you do that.

Expertise

Please do NOT ask questions about potential jail sentences that you or your friends may receive in court. There is no way for me to know that. I am NOT a probation officer or a parole officer so questions about those subjects will be rejected. I am a police officer with 26 years experience. Can answer questions about crime, police procedure, investigations, criminal law, search and seizure, traffic offenses. Prefer not to answer questions on the death penalty. Please do not ask homework questions. Remember this. The law in every state is different so questions about laws that are specific to your state could be difficult to answer. I also cannot give you legal advice on what to do or not to do in court. I have worked with authors in the past and will be happy to review scenarios or plots with authors to check for believability or accuracy.
