i am currently the domestic violence coordinator for my department. i am a field training officer and i have been teaching self-defense, drugs, and search warrants and affidavits at the local academy for the past 10 years, and domestic violence for the past 3 years. i was the assitant to the federal monitor while our jail was under a consent decree, which we successfully came from under.

Question
I worked twenty years for the City of San Diego and was wrongfully terminated in July. My appeal is pending. I worked at a public landfill and periodically I return to get free compost that is available to the public and for other public business. When my ex-supervisor sees me he always threatens to call the police unless I leave the facility. I have never threatened anyone or have been involved in a violent incident but I leave in order to avoid trouble. When they saw me on my fourth visit they called 911. I don't know what they said but when the police came, they were very agitated and agressive. They yelled questions at me and searched me. Before getting all the facts they threatened to arrest me and told me to never return. I was a supervisor and this occurred in front of employees. It was embarrassed and really felt my safety was jepardized. The police later found that I had not committed a crime and that I was within my rights to conduct business at a public facility and a restraining order would be needed to keep me away. I live in San Diego and pay taxes. I should be able to take advantage of the services that are provided to the public without harassment. Other ex employees are not treated this way. I have also been prohibited from attending friend's retirement parties because I am not a city employee while other non-employees are able to attend. Can they do these things? Can I fight a restraining order? Is this harassment or a Civil Rights issue? Do I have a right to sue?

you need to find out if your dismissal involved a criminal trespass warning, if so this would preclude you from returning to the site pending your appeal.  who said that you are prohibited?  unless there is a criminal trespass ongoing, you should be able to go.  if there is a restraining order, you would have had a court date already, but they can be reversed.  it has some harassment issues, not real civil rights, and suing is probably overkill at this point.
