Crime & Law Enforcement Issues & Death Penalty/Vehicle Theft/Conversion

Question
A person with a long history as a police informant took my vehicle registration/title along with the vehicle and traded it in to a local dealership. DMV Investigations states they cannot take further action because of lack of evidence that a crime occurred. THATS CRAZY! Would his past history with being an informant have anything to do with this? It coulde not be any more obvious that the signatures are not the same, especially since I submitted a notorized copy of mine.
This guy is a real piece of work, has a rap sheet a mile long but never seems to get what he is due. I know if it was me in his place I would STILL be sitting in jail. So with that said, is there any truth to the 'informant' getting away with "incidents" others wouldnt? Maybe in a much more general sense, are informants provided special privileges that could possibly have a trickle down affect, say to the DMV?

Answer
I have never in my life heard of DMV (MVA) being aware that any person was an informant or even if they did making one ounce of difference in how the treat a case.  But that is just my experience and doesn't necessarily apply to the entire country or every MVA and every police informant.

Please do NOT ask questions about potential jail sentences that you or your friends may receive in court. There is no way for me to know that. I am NOT a probation officer or a parole officer so questions about those subjects will be rejected. I am a police officer with 26 years experience. Can answer questions about crime, police procedure, investigations, criminal law, search and seizure, traffic offenses. Prefer not to answer questions on the death penalty. Please do not ask homework questions. Remember this. The law in every state is different so questions about laws that are specific to your state could be difficult to answer. I also cannot give you legal advice on what to do or not to do in court. I have worked with authors in the past and will be happy to review scenarios or plots with authors to check for believability or accuracy.
