Experience
Police officer with 26 years experience. Twelve years in patrol and fourteen years in the detective bureau investigating every type of crime including murder, rape, robbery, theft, fraud, missing persons, etc, etc. Also taught at the police academy in areas such as constitutional law, search and seizure, and lineups.

Education/Credentials

Question
if an illegal drug is given and an overdose occures two people carry him out to his car leave him 3-3.5 hrs later called 911 but he later dies why is this not a crime in baltimore city or what type of crime ?

Answer
You asked me "why is not a crime" so I am assuming that you are somehow involved or know about a case where these circumstances apply.  I would have to know the entire set of cirumstances and be privy to the police investigation to know what happened.
