Experience I have a BA in Psychology and 6.5 years expirance working with at risk youth. Many went on to criminal careers regardless of good peoples efforts. In my expirance people are criminals or they are not. On average over 100 crimes are committed by each offender before they are caught.
There are few true first offenders only first caughts.

You must remember that nobody can arrest you for talking to someone, unless they have solicited previous legal restraints against you (eg a restraining order), or you are doing so on or in the property of her parents. However, with her being a minor her parents are able to take out a restraining order against you on her behalf, and should her father wish to report you for *insert heinous 'stealing my daughter' crime here* then, though the police will technically have no legal recourse immediately, you may very well be placing yourself in a difficult position, they are likely to take the side of a family man than a horny 19 yr old - if you take her to an enclosed area (particularly your house/car) then you are opening yourself to false accusations that you may not be able to competently disprove.
Remember that being a minor, in the eyes of the law your girlfriend will all but lose her voice to her father.
Lastly, I'm afraid that the law simply states that being less than three years older than the minor, or not using force or duress, simply means that you have grounds to defend, not avoid prosecution. It would take a cold policeman to arrest for such a crime, and a colder judge to convict but it's not impossible, particularly not with the heat of a vengeful father against you.
