someone is doing credit fraud i think like he is shopping with the credit card that is not his what and where should i complain

You have several options but they depend on what information you have.

1) If you can talk to the credit cards account holder I would call them first.

2)  If you know the account holders name, address and type of card ( visa, mastercard) you can call the credit card company direct and anonymously.

3) I am sure in your area there is a crime stoppers or silent observer program and you can make an anonymous complaint to them

4)  Call your local police dept and provide them with the information.  You can do so anonymously. When you call try to talk to a investigator as opposed to the dispatcher or secretary.
