Answer
Terrence,

I read through your posting several times but couldn't really find a question in it.  Unfortunately there are some, thankfully few, police officers who do not preform there jobs ethically.  All police departments know this can and does happen.  My suggestion at this point is to contact the agencys internal investigations unit, police chief or send a letter to the head of the prosecuting attorneys office.  Explain to them the issue, explain your fear of retaliation from these officers.  Another aspect you can pursue is a civil suit against the officers and the department.  You will need to contact a private attorney knowledgeable in this facet of law.  Normally they take these cases if they have merit on a contingency basis.  Meaning you don't pay, they take a potion of the settlement if any.

Good Luck
