AnswerJustin,
You have several questions in here, let me see if I can answer some of them.
First without having a complete knowledge of the charges against you, the evidence and a through understanding of Nevada law and the practices in Las Vegas I would have no way of knowing what your chances are of reducing these to a probation type offense. You need a local attorney experienced in criminal law to advise you on that. By the way you describe the charges, one should be appointed for you.
Why did it take so long to serve the warrants ? Really hard to say, agencies, investigators, prosecutors get busy with other cases that take priority. It is not first come first serve. The warrants could have been on file for awhile and did not make it to the top of the stack to serve, they may not have been put in the system in a timely manner, the other officers that stopped you may not have run your name, the victim may have delayed reporting, etc.
You definitely need to discuss this with a competent criminal attorney. These charges sound like they could be very serious.
Good luck
