Question
Son in jail, once out on bond can another county bring up charges ? He has no criminal record and no current warrants out in texas.

Your question is lacking a lot of detail but i will try and answer. If he is out on bond for a specific crime in County X. County Y can charge him with another crime committed in their jurisdiction.
He will then have two separate cases in separate counties with all that entails
