Question
If a person has violated there probation by leaving the state and the warrant issued guidelines have 'no expedition' can it be changed? If so, how can I get it changed?

It depends if the probation violation amounts to a felony first. If it is not a felony then there is no extradition.  If it is a felony then at anytime the agency responsible for serving the warrant can change it to extradite.  The normal issue is the cost of extradition.  Most agencies and states lack the necessary funds to extradite.
