Can a NJ cop pull over an Uninspected PA Vehicle simply for being uninspected? Will they ticket?

Audrey,

I wouldn't think so.  The reason being is that unless the vehicle is registered in NJ then inspection requirements wouldn't be imposed.  For example Michigan does not have  a vehicle inspection law so if someone from Michigan was driving in NJ they could not be held to that law.  However if you are talking about a commercial vehicle then we have different requirements.
