Please explain section 56. Remarks/Subpoena List
where entry appears like an EX but looks written over or
almost intended to be marked out. Then about 3/4 inch of
space then a number sign (#) and a five digit number.
Could this be a preexisting and/or outstanding subpoena on an unrelated matter, even if of a civil nature?

I am terribly sorry but the information provided does not provide anything that I can work with.  I suggest that you call your local police and ask them. Every state has different forms, codes, and practices.  Only someone very familiar with Pennsylvania law enforcement would be able to answer this.
