What is the statute of limitations on vandalism in NJ, amounting to 3,000 in damages? Does a police report have to be filed for charges to be brought forward?

Each state is different as to there statutes.  As a general rule most felonies are between 3-5 years.  A police report is almost always the first step in the charging process as there needs to be a investigation.
