Here is a little secret, not every state uses the same codes.  Not even cops will use the same abbreviations for things within the same state.

So the first O.A.L.R.  I don't know without more information or context.
PB15 I don't know either with out more information

Capias- FTC W/Rocc program i can take a stab at

Capias means to hold or detain.  FTC means Failure to Comply  W is "with" and ROCC will be some type of probation or process.

If you can provide more information as to what the context or original incident was or possibly the state or jurisdiction i could provide more detail
