Question
my friend is currently being investigated by the fish and wildlife troopers in the state of Alaska and has had personal property seized from him almost a year ago and none of it has been returned yet. Do you know if this is infringing on any of his rights and is there a statute of limitation on how long they can hold his stuff without charging him with something?

It will depend on what charge or alleged crime they are investigating him for.  Each state has differing laws regarding the statutes of limitations.  Misdemeanors are normally about 1 year.  Felonies range from 3- forever depending on state and crime.  It  is not unheard of for investigations to take years to finally file charges.  Someone can always make inquiry to the Troopers office as to what the case status is.
