Question
a friend of mine was caught stealing, in NY. How long does the company have to press charges criminally if they are going too?

Sorry about your friends problem.  Several considerations are involved.  Was this person stealing from where they worked ? If so that could be embezzlement and is probably a felony.  If they don't work there then it will depend on value and how the theft was done.  Either could be a felony or a misdemeanor.  Each state has different variables, statutes of limitations and definitions.
Basic rule of thumb, if it is a misdemeanor probably about 1 year for most misdemeanors.  Felony level about 5 years.  These are just general guidelines.
