Are there laws which put a limit on how long a state (say Missouri) has to extradite a prisoner from another state (say Oklahoma) or how long a county jail in OK could "hold" someone for MO to come and get him?

Common question and the answer is not really.  The one basic standard is the requesting state has 180 days to begin trial once extradition is granted.  A lot of the time frame will depend on the individual states laws, any court delays, the ability of the holding jurisdiction to house the subject, the ability of the requesting state to come and get them.  Theoretically all these times are determined by the court after the initial hearing and then up and until the final order.
