What can I do to collect from someone who wrote a bad check, and then gave me a replacement check on an account that the bank had closed?

Most prosecutors or police departments have a pretty well defined procedure for handling check cases, they are very common.  Call you local police department and ask what the procedure is for your state and jurisdiction.
These are criminal acts and can be prosecuted.  The person can also be subject to some civil penalty such as a 25 dollar fee in some states payable to the person they wrote the check to as an additional penalty.
