Criminal Law/bad checks

Question
I have a friend who is re-paying a loan to me.  The last 3 checks he wrote, one for the last week of May 2009, one for the 2nd week of July and one for the last of July 2009, all of which I mailed on July 29th to my credit union in Fla. were returned unpaid.  He has known about this since early July.  I am getting nowhere talking to him and his bank will not verify funds.  I am also out $84 in fees at this point + $200 face value of checks.  I am in Philadelphia, Pa.  What do I do?

Each state has its own policy and laws when dealing with bad checks.  In some states it has been made a civil matter while in other states it remains a criminal matter.  You didn't say whether it was closed account or insufficient funds which would make a big difference in MY state.  Either way contact your local police and find out how your state/county handles bad check prosecutions.

I am a retired police officer with 26 years experience. I investigated almost every type of crime including murder, rape, theft, missing persons, fraud, and domestic abuse. I am very knowledgeable about search and seizure and taught at the police academy for several years on a variety of subjects. I can answer questions that a lot of attorneys cannot since they do not have "street experience".

Bachelor of Science degree in Criminolgy from the University of Maryland.
