my son was walking home from school and my naighbor was at a house located near the school as my son was passing by my neighbor started yealing at him in a threatening matter what what and my son came home and told me i asked the guy to please stay away from my son because he had scared him with his actions and the man answered an a very aggressive way tors me as well and said well he shouldn't been looking at me should i file a report is other anything a should do

Neighbor problems are extremely difficult for everyone to deal with.  In most situations persons are allowed to pretty much say what they want to anyone they want.  The line is drawn when there are actual threats.  There is no law that makes it a requirement to be nice,  to bad.  You did the right thing by confronting the subject and letting them know you are aware of what they did.  Obviously advise your son to keep his distance,this person may not be real stabile.  Lets face it if the person was a decent human being, if he meant anything or not by what he said to your son he would have taken the high road and apologized. didn't happen, probably wont happen.
You are a great Mom and you got a great son that will confide in you. Not everything can or should be solved by government.  Sometimes things just are.
Filing a report wont do much.  Jot it down yourself and if something in the future happens then you can relay this information.
