Question
Who do you request assistance from if you feel that the courts and law enforcement agency is biased against you in your case? Especially if you're in a small town where you are the minority by 98%.Was treated inhumanely while detained, i.e, food being kicked and given dirty dinnerware.

Sorry about the problems you are having.  Actions done by government ( law enforcement) under their authority are violations of an individuals civil rights.  Several entities deal with these issues.
Michigan Department of Civil Rights
United States Department of Justice
American Civil Liberties Union
Private attorney
( to name a few)
Each entity will have differing jurisdictions, requirements for taking a case, or specific interests.
