Hi. What are the possible charges for being arrested under the influence of a controlled substance 1 and/or what are the possible charges for being under the influence and roaming the streets? There is no drugs on them but person is under the influence.

Your questions lacks specificity.  In general in most jurisdiction a person under the influence of anything and in public usually falls under a disorderly statute. Some jurisdiction actually have statutes for narcotics use that are sometimes charged.  These violations range for civil infractions to misdemeanors
