my neighbor seems to think that no dog should bark at all during no hours i have 3 coondogs they do not bark all the time but every once in a while bark a few barks and my neighbr is a drunk and hollars at me and tells me he is going to shoot them is there anything i can do

Coon dogs, I love their voice but not at 3 am.  Neighbor issues, barking dogs etc are quality of life issues and very difficult to deal with for all parties.  These issues are usually dealt with by local ordinances. Yes dogs bark, lawn mowers cut grass, people build things at weird or inconvenient times.  First he is not allowed to shoot your dogs obviously, he is also entitled to live in his home with out unreasonable nuisance from your property.  Do they bark when you are away ?  Contact your local police, prosecutors office etc and find out what ordinances are enforce.  If traffic or persons walking near your property instigate the barking, put up something to block the dogs view.  It may boil down to an issue in court but remember the standard is what is reasonable.
