Who does one complain to or submit a complaint about a wrongful execution of a search warrant done in home, in the State of California, in the County of Riverside?

David,

There are several avenues you can take.  First is you can contact a private attorney to review the matter and determine if you actually have a case. If so they a civil case can be filed against the officers and the Department.  If it is egregious enough to warrant criminal action.  Your can refer it to  the California State Attorney General or to the Federal Bureau of Investigation as a civil rights violation.
