Jeffrey Hauck, License
Latoya,

There are different standards in different states as to how a juvenile is treated when caught stealing from a retail store.  Here it sounds like Urban Outfitters has decided to give your son the opportunity to pay for the criminal act instead of being arrested by the police. However, it could be a scam as well.  I would contact all parties (Urban Outfitters, and the law office) to determine whether the incident is legitimate or not.
