Wait a minute. So I spill my drink while touring the Federal building. I go grab a mop and start cleaning up my mess. A minute later Barney the security guy asks me what I am doing and I tell him I'm the new janitor and I land in prison? Did I miss something when they rolled up the freedom carpet in this country? Damn I guess it really is us and them.

the answer to this question is still unclear as it was stated in the question itself that the person did not "demand or obtain any money,paper,document or thing of value". Instead they appear to be carrying some kind of document or badge stating they are/were govt employed. Does this carry the same penalty?
