My neighbors are constantly honking their horns as they pass my home. last night at 2:30am then again at 9:30am. They have been doing this for about a decade or longer. Is there a law against such harassment?
Each state has its own laws and there are fifty states. There are no national laws about harrassment. You didn't mention anything about calling the police to either complain or to inquire whether your neighbors are committing a crime so I would advise you to simply call the police the next time it happens.

Please do not ask me about potential jail sentences that you, your friends, or family might receive in court. There is no way for me to know that. Only a judge could answer a question like that. I am very knowledgeable about search and seizure and taught at the police academy for several years on a variety of subjects. I can answer questions that a lot of attorneys cannot since they do not have "street experience".
