Question
Is this a theft and can we file charges?

A friend of ours asked to borrow a set of our tires (worth $300) temporarily.
He kept them for quite a while and we just found out he sold his truck with
them on it. He told a another friend that he "knew he shouldn't, but was really
in a tough spot and needed the money".

We're shocked.

We probably won't pursue this, but we're curious, is this a theft and could we
file charges?

  You haven't mentioned anything about calling the police.  I am going to have to presume that you haven't done that and I wondering why you haven't?  The police will know the law in your state, will be able to advise you on what to do, and arrest the "friend" if he has in fact violated Washington state law.

I am very knowledgeable about search and seizure and taught at the police academy for several years on a variety of subjects. I can answer questions that a lot of attorneys cannot since they do not have "street experience".

Bachelor of Science degree in Criminolgy from the University of Maryland.
