I would hold it next to your work, and crochet a single crochet around it.

QUESTION: fran, I tried thant but can't seem to get the hang of it. She needs just a small bun. coul I buy small amount of elastic rather than an eleastic ponytail band and maybe bend it over? Let me know your thoughts.

Yes, that should work. You could also make an edge with holes around it. (Do dc, ch 1 around). Now crochet a chain long enough to use as a tie and thread it through the holes. When you put it on, tighten the ties, and make a bow. I did this for one for my daughter, and it worked well.
