This means to single crochet (Sc) in each stitch (whether it be a single crochet, double crochet or any other crochet stitch) and to single crochet in each chain one (ch 1 space) of the previous row. At the end of this row, you chain 3 times, turn your work over, so that you can start working on the row you just completed. I hope this is what you wanted to know.
