Pattern says Rnd:1-1sc at base of ch1. *1sc at the end of the next 7 cuff rows, 2sc at the end of the next row. *Repear from*to*twice more.  Ss to join, ch1, turn. (28sc)

You will do one chain, then at the base of that chain, you will do the SC. Then do SC on the next seven rows (you must be working on the side of the piece now). Then you should be at the end of the row, do 2 SC, the you would repeat it. This row is working the piece on 3 sides of it.
