Crochet/confused by a task in a vintage pattern

Hi Ed,
I'm fairly new to crocheting but I must admit I'm catching on quick. However there's always something to stump me like
the problem I've encountered with a vintage pattern for a baby sweater. The instructions are as follows:

Yoke...Starting at lower edge of Yoke, make a chain 14 inches long.

1st Row: Sc in 2nd Ch from hook and in each ch across until Row measures 10 inches. Cut Off remaining chain. Ch.1 Turn.

What does the designer mean 'Cut Off' remaining chain?
Any help you can give will be greatly appreciated.

Sorry for the delay in answering.

This is a strange instructions. But it does make sense. Since there is no gauge, is asking for a longer chain, then once you do the sc, this will establish the tension, and once you reach the 10 inches, the rest of the chain is not needed. I know its an odd way of doing it, but it does work, and you mostly find this in old pattern, not in new one.
