Crochet/crocheting a border

Question
I am crocheting placemats; I'm not sure where to put the border stitches on the sides.  the first rnd of the border says hdc in each st evenly around. (3 hdc in the corner, no problem) the sides have a ch 1 row and a ch 3 row for turning.  do i put the border stitch in each of the chains of the ch 3 or use the whole ch 3 as one stitch?

Hey, Elizabeth!  I'm not sure what you mean about 'have a ch 1 row & ch 3 row for turning' You should send me the 2nd row instructions for the border, so I can see how best to help you. The row of hdc's are the border foundation, but I can't tell anything else about it!
