Crochet/Understanding pattern step on Stylin' Santa Hat

Question
Hi Bea,

I am trying to begin crochet this hat but I have a problem with understanding the row and step. You will have a long reading on the instruction when I finish typing it.

ROW 1:
with white (ch4,dtr in 4thch from hook) repeat 13
times, Join with sl st to first ch.
(NOTE: I have no problem starting Row 1) but the following row.

ROW 2:
Step 1: ch4, hold last loop of ea dtr on hook, 2 dtr in 4th ch from hook (3 loops on hook)
the chains referred to in step 2 are chains in row 1

Question:
The confusing part is what hold last loop of ea dtr means,
where do I pick the last loop and the rest of the instruction.

Hey, Jo!!  When you work your dtr, work the stitches off until you have 2 left on your hook, work off one of those stitches and you'll have one left on your hook,then work another dtr, and work the stitches off the same way, and carry on with your pattern!!
