Although I have crocheted sweaters and slippers,I don't feel I have done enough of them to really give good advice as to assembling the pieces, but can give advice on the type of stitches.

Thanks for asking. I tried doing a search for a Betty Boop doll. I ended up at http://www.sewfunpatterns.com/DollPatterns. Then I clicked on “vintage doll patterns”, scrolled down a few pages, and found a pattern. It costs $7.99, but is 19", I think. I hope this is what you want. Let me know if it is. Good luck!
