Question
I have been crocheting for over 45 years, but some of the patterns of today are not too well understood. Please help!
Row 1: dc in third ch fr hk & in ea across to the end.
Row 2: hdc across. Do not ch for beg, ch
Row 3: sk last st made on row before, DO NOT CH, hdc in next st and in ea st across.
I am trying to crochet a diaper cover, but I do not understand row 3.
Thank you for your expert help.

It sounds like this is a decrease at the beginning of the row.
"sk last st made on row before", in other words, skip the first stitch on this row.  Do not make a turning chain, then hdc in the next stitch.
Without a turning chain, this first stitch will be a little shorter than all the others in the row, and form a smooth decreasing edge.
