Question
I don't understand this part of the instruction for this pattern what does 9 ch 5 sps mean in my crochet pattern  

Answer
I'm afraid I don't have enough information to answer.  I don't know what the pattern wants you to do with the 9 chains and 5 spaces.  Can you copy the entire line of instruction exactly as written?

Revision:
After rereading your question, I think they're telling you that you should have nine spaces, each consisting of 5 chains.  These would be like empty squares on your completed piece, such as in filet crochet. Does that make sense to you?

I have been crocheting for over 50 years. As a child growing up in New Orleans, LA, I had aunts and older cousins who taught me, but now they are all gone and sadly, there is no one who crochets in my area.
