Question
The pattern says Armhole Row 4 and 5 Ch 3 work even in shell pattern.  After armhole row 5 turn. When I get to the end of the row do I follow instruction in row 3 to turn? How many chains should I use?  If row 3 was a decrease stitch when I get to the end of the row 4 do I continue to decrease?

Answer
In order to help properly, I need to know the directions for the armhole from row 1 to row 6, at least.

I also need to know the pattern directions for creating a shell which should be in special directions either at the beginning of the pattern, or in parenthesis when you create your first shell.
