I'm having problems understanding this part of the pattern.

+(2 hdc,Ch 1 ,2 hdc) in next hdc,hdc in next 11 hdc,(2 hdc,ch1,2 hdc)in next hdc+

Thanks for the question.

The instruction state: (2 half double crochet, a chain 1, and 2 half double crochet) in the next half double crochet,then you will do half double crochet in the next 11 half double crochet, (2 half double crochet, a chain 1, and 2 half double crochet)
