Question
My instruction are:
(Slip st, ch 1, sc) in first ch-1 sp, ch 3, (sc in next ch-1 sp, ch 3) 7 times, decrease, * sc in next ch-1 sp, (ch e, sc in next ch-1 sp) 5 times, decrease* repeat from *to * 9 times more,
My question is decease when?  I don't understand why the decrease as this is the final round on a blanket and do I decrease starting with the first * or back at the beginning. THANK YOU SO MUCH!!

Thanks for the question.

You would do the decrease after the stitch set, so you would do the decrease after doing the instruction, on the first part 7 times, then you will decrease after the 5 times, each and every time, till you have done that 9 times more (based on the instructions)

At times a decrease is used for a decorative purpose, or it could be used to alleviate ripples. In this case, since I am not seeing the picture of a completed one, is hard to tell.
