Crochet/decreasing stitches while working a pattern

Question
I am making a halter-neck beach jacket from a pattern in a 1973 Mon Tricot magazine. The pattern involves repeating 2 stitches. A cluster (pulling up a long loop 3 times) and (1dc, 2ch, 1dc) I am not sure what to do now. "still working pattern, decrease half a pattern each end of next and on following 12 row."

Thanks for the pattern.

In the beginning instruction of the pattern, it should explain how to do half stitch for the pattern.

Is the pattern a combination of both stitches? (so the cluster, following with the shell(1dc,2ch,1dc)? of so, at the end of the row, you will only do one of the pattern (only the cluster, and no shell, or no cluster, etc etc)
