Crochet/Reading a crochet scarf pattern

QuestionCould you please explain in a simple "tutorial" way the following scarf crochet pattern? I have mostly crocheted around baby blankets, so understanding this crochet pattern is a little challenging for me.
I am mostly confused on Row 2 and border.

Ch 15
Row 1: Dc in 6th ch from hook, 4 dc in same st, ch 1, skip 2 sts, dc in next st, ch 1, skip 2 sts, 5 dc in next st, ch 1, skip 2 sts, dc in last st.
Row 2: Ch 4(counts as dc and ch 1), turn, skip 3 dc, 5 dc in next st, ch 1, skip 2 dc, dc in next dc, ch 1, skip 2 dc, 5 dc in next dc, ch 1, dc in 3rd ch of beginning ch.
Repeat Row 2 until piece measure 55" from beginning. Fasten off.
Border
With right side facing, join yarn in edge of first row along one long edge, *(sc, ch 3, sc) in each row along long edge, turn to work along short edge, work (sc, ch 3, sc) 6 times to corner; repeat from * once more, slip st to first st to join. Fasten off. Weave in ends.

You are ok with row one. So I will pick it up at row 2
You will begin with a chain 4, then turn the work, this counts as a dc and chain 1. Now skip the next 3 dc, on the 4th one, you will do 5dc, then do a chain 1, skip the next 2dc, and on the 3rd one do a dc, then a chain 1, skip the next 2 stitches, and on the 3rd one do 5 dc, chain 1, and counting from the bottom, (you should have a chain at this point) you will do a dc on the third one.
On the border, you are working around the work, so the ends and beginning of the rows is where you will be doing the stitches. till you get to the beginning.
