Question
I am attempting to do a wedding ring afghan, Pattern Coats and Clark WT1648 and am having problems with the center motif. "Rnd 2: Ch 3, dc in next 3 sts, * (2 dc, ch 3, 2 dc) all in next ch-3 sp **, dc in next 4 sts; rep from * around end at ** join".  To me the ** is saying to end at the first ch-3 space I started at.  Otherwise, if I end at the beginning ch-3 it doesn't look right.
Also what does double treble crochet in the side of the last sc mean?

Sorry for the delay in responding.

Yes, that would be correct, going all around. Now when you get to the end, you will end at **, because the next stitches should be the chain 3 (continuing the pattern with having 4dc in between the other stitches. Remember that the next rows will give it the body.

The last part of the question is, you will place the DT crochet right next to where the sc is (before it)
