Question Do I use a hoop when I do counted cross stitch on a bread cover? It
seems awkward since it is in the corner on the edge. I don't want to
stretch the fabric, but at the same time I want my stitches to be tight
enough.

No. Once you learn how to stitch without using a hoop, you'll get your tension just perfect. :) It's very easy to do. If you want to start on something similar, even as a practice project, I'd suggest starting on a fingertip towel. Again, you don't use a hoop, and it'll give you practice on your tension without using a hoop.
