Question
I have a pattern that is 24x42cm or 9.5 inches by 42cm which is 16.5 for 16 count material I want to use 14 count how do I figure out what size of material to cut?

The actual size in inches is 9.4Wx16.5L, which means that you'll need to cut your fabric a minimum of 13.4x20.5, or you can round it up to 14x21.  The extra 4" margin allows you to frame your project once you have completed it.  I normally allow an extra 6" fabric margin all around to be safe.
