Cross Stitch/stitching 1 floss over 2 threads

Question
I am starting a cross stitch pattern which says use 28 count fabric and stitch one floss over 2 threads.  What does that mean?  I have no idea.  In the past I have just used 14 count Aida and I used 2 strands of floss.  The 28 count fabric looks like it is impossible to see where to stitch, do you use a magnifying glass?

What they mean is you stitch over 2 fabric threads using 1 strand of floss.  Here is an example:

In this example, they're using 2 strands of floss, however you can use 1 strand if you'd like.

You can use a magnifying glass if you'd like in order to see the holes better.  I wear reading glasses as well as May-Eyes in order to see the holes better.
