Cross Stitch/3 strands of floss on 28 ct linen

Question
I have an old kit- bought 6 years ago that I pulled out to make.  The kit calls for 3 strands of floss, granted some of it is blending example 1 strand of Pale Pink and 2 strands of Carnation Pink. I never usually us 3 strands just 2. For blending purpses is that why they are using 3 strands for all to keep the pattern uniform?

I would definitely go with using 2 strands, especially since you'll be blending it. :)  I have always used 2 strands, especially when stitching on 28 count linen as you stitch over 2 threads of the linen. :)
